You can still build the LTB while you are upgrading. With 24 hours of build time, you shouldn't have an issue starting the upgrade.

I got through level 2, received the prize and the next goal never populated. The game then crashed and now I can't get back in.

When I noticed the prizes were screwed up, I knew there would be some "crazy" fallout during and after the battle. The fact that some may have benefited from those prizes during the first 1 or 2...
