If you have an account under level 10 that's in a faction that participates in a war, you can't attack or be attacked and can only hit the wall right?

There was one time a while ago where I was upgrading a building and tried to upgrade another building and it worked. And then worked again on another building and then again until I ran out of money...

How come my attack damage seems low when almost all my stat points are spent on attack?

For example, right now my unit attack power is 3300 but when I attack the boss guy I only do about 2800...

I'm currently level 27 but how come I always see players with an advanced airbase already when they're supposed to be unlocked at level 40?

My guy is purely pvp so my MW strategy is put all stats into attack and some stamina, with no stats in energy or defense.

No defense buildings.

All my money buildings are 12, 24, and 48 hour...

Is there a purpose to attacking non money buildings, other than getting valor?
