What Gree should do is:

SLTQ Reward = -5% Upgrade Cost
LTQ Reward = -5% Upgrade Time
Do Both Reward = +1 Building Upgrade

Make it iLTQ cost 4 vaults and watch the cash roll in (in dumptrucks).
