I think you guys are missing the point, ITS A GOOD THING THEY CHANGED IT! a 3% health increase was designed to take your health from 100% to 103%, which means it would take longer to be full health....

the problem was addressed, they changed the +3% regen to a +3 per minute regen. that was the fix.

my guess is, you will get you +17 energy 1.8 seconds faster than before (for all flags other than Iran). but then gree will round that to 59 seconds.
