You're looking at the bonus items you win for upgrading. Those aren't the actual stats that the building itself adds.

I want a refund. I just used 65 gold to finish my build and the reward had no modifier even though you clearly state in your post that every reward has modifiers.

Modern War has 2 LE Buildings active at the same time, right now! Not only is the +1 upgrade missing, but they're throwing two mutually exclusive time bound objectives at us.
