You can go beyond 50, but there are no more extra units every 5 levels. Zeman just has to keep battling and hopefully get the missing unit.

Took 23 battles to get all of them. Last unit was the Captain and didn't get a bear till battle 21.

Is this event too hard for some people? Yes, but other events have been much easier. Like it was said before Gree can't make everyone happy every time.
