Try logging out then close the game, reopen and log back in. that works for me sometimes.

having the same issue as well. seeing guys from lvl (61 to 89) and allies range from (60 to 385). One guy was at lvl 89 with 60 allies which means he no longer plays :)

try mcdocs way to play the event. i am farming the mini sub in emir island and amphibious trooper in docks for boxes. but at lvl 67 i am not strong enough to keep them and some lucky raiders keep...

took me 13 free hits to beat shamba at lvl 10. my attack is 9309 at lvl 66 with 195 allies and 1511 units.
