I've been on Wi-Fi for majority of ltq and changing has done nothing to sort problem as still on 18/20 and wasting no more gold on!!

NOTHING special at all!! Was all about final prize and the speed bonus! Best prize so far has been for completing elite that u have to do during the ultimate anyway! Wouldn't advise anyone to waste...

That is how I see this bonus as in the -1% being -10% meaning that for each 1-/10% bank fees reduce buy 1% to 9% then 8% ect!?
