The reason you only get $80k per attack, is the same reason that (smart) player doesn't bank. If you take more, they would bank their cash and you would get nothing.

I've been having the same problem. Sometime buildings become unselectable too. Force-closing and restarting the app restores it, but I shouldn't have to do that every time I collect my buildings.

I agree, but 20% is to narrow. It should be more like you can only see rivals with 0.25x to 4x your own IPH. If your IPH is zero, all you can see is zero.

It's there to help new players get their IPH up in a hurry. It blows away every other low level building.
