i think you have a very good argument that 0-2 has more yield. for most players it is probably the best route. i think this is clear because at the real end of the two scenarios you will have 2 lvl 3...

level 2 is like getting two more level 1's but no space requirement
level 3 is like getting another level 2 except no space no level 1 build time or 1-2...
