Usually the events seem to start and end around noon and midnight pst. Normally they say active before they really are, so my guess would be in approximately 6.5 to 7 hours or so.

There was an LTQ that gave a unit that gave a bonus to raid payouts. I forget the name, but I'm sure someone knows it off the top of their head and will post it soon.
