Tier 1: 4 or 8
Tier 2: 8 or 10

I have defeat her 50 times for my level 40 and defeat her 30 times for my level 75.

I'm not sure if someone answered it but I know for a fact you can begin the Boss event at level 5 and the case events are level 10.
