Upgrade reduction bonuses don't affect the initial cost. And I haven't seen many build reduction bonus units around.

I'm new to this forum, yes I did read the FAQ and ran through most of the newbie topics.
However there was nothing about LTQ, what does it mean? It's probably something obvious that I just don't get...
