You have to collect 3 "pass cards" for the +1 building upgrade. These will actually "most likely" come before L10 of the building is reached. So you may get a few days of extra building.

You collect items for upgrading the building that give the temp bonus.
I have no idea what the L10 bonus is.

It's a +1 building upgrade. Which will do nothing for the majority that will complete the blood fortress upgrade with a day or two left of the cycle....
