What those Stim Packs actually do? Just refill health for Hardcore Boss or anything else?

here's the response I got able BOSS RAID tie breaker for highest kill, it's comical.

The packs on droid are 25 and charged 25.
Guys on ios were buying them marked as 10 and got charged 25.
