Dark castle in quests list but I cant buy it

Hi there,
I was out from KA when Dark Castle LTB started, so i didnt buy it in time, but now I see it in my quests list and if I try to buy it it says: "Can't purchase! This is a loot item and is not availaible for purchase".
My question, what I must to do to get this loot item?

Gree Law: Restart game few times and should let you buy... I guess

Did it million times, reinstalled it, everything... Nothing helped. I think there must be some kind of trick to get loot item...

This building needed to be purchased by the end of October...it is no longer available unfortunately.

ok, then why this quest in regular quests list but not in "Limited time quests"?
Why it must teases us??? it is not fear...
