What about this a new system that groups alliances onto Islands that can move.
so wars can be started with a time scale limit with only neighbours to the island, so we would have a play off system each alliance attacks their new neighbour as they score better the rewards grow but they are pitted against alliances of similar skill, the more they win the higher they climb in the multi world ranking so to keep them interested and challenged.
Along with this change they could include a reset system for the alliances as they move, so bases that were destroyed or capped are returned in the state they were in at the point they were captured. So all out war can be played out cap times can be reduced to the old system for rapid combat in short time frames. To bring in a fast pace to the game for the mini wars. The options for varied game play are vast
They could include interludes in contests for the normal distraction conquests.
Or allow alliances to pick the alliances they want to battle with in the lulls for AP or fun or revenge!
as the contests progresses so each alliances island is moved into new areas and the battle system can be setup to allow for more even matching of alliances strengths this is across all the worlds they are then randomly joined to other alliance at a similar level, they battle for a set time then the Islands part and they are joined to new ones.
they can add in multi island grouping. So you can get more varied wars.
All the current game systems and buffs can stay as the battle system will remove player bullying. As when the island moves the alliances bases reset.
It their needs to be more incentives to do better then add island upgrades as alliances more up the rankings.
