I lost an op with no units in = no immunity, then I lost an op packed with over 1000 units = immunity, so my conclusion is that there has to be a fight before u r granted imunity, this is only my personal experience I don't not know this for a fact.

My last base I lossed don't have any units or commanders in it, and I regained immunity afterwards so I'm still befuddled
