What exactly is the Blood Fortress Boost & CommandCenter: Forbidden Ritual task?

I'm a little confused by this Command Center: Forbidden Ritual task.

1) Is there a way to get Fortress Pass Cards other than just buying them for 200gold?

2) Does the boost mean that you can upgrade two buildings simultaneously?

3) Is this is permanent benefit that might actually be worth $50, or is it something that will expire?

So far, the only way to get the cards is to upgrade the building. The boost is also temporary and allows you to upgrade 2 buildings at a time.

2.) Yes
3.) Only temporary till end of cycle. Not worth spending real $ on.
