I use Mad Bomber Ali in the Suspicious Village. Usually get 90%+ drop rate.

I usually go the the green container at the docks. gives 10 or 11 xp, uses 84 energy, and i find that it normally averages a folder for every 100 energy used

Best: Helipad at Dictators Compound. Minimum 10 folders and fewer than 80 xp per 1000 energy. Also, the arch here (26 energy/hit) will yield more folders, but also more xp per 1000 energy. These both take lots of hits.
2nd Best: helipad at Communications Outpost. Average 9 folders and, iirc, 120 xp per 1000 energy. Takes fewer hits, so less time, but also less rewards.
3rd best: Mud House at Suspicious Village. Good for when you're in a hurry.

When comparing targets, compare gains for 1000 energy, not what you get for 1 hit. You could hit a target requiring 351 energy for 100% drop rate, but you'll only get 3 folders per 1000 energy. The helipads have somewhat low drop rates, but because their energy requirements and xp are so low, you can hit them dozens of times, and earn more folders, on average, than any other targets.
