Does it do any good to get different units like the level 10 dry docks and the advanced airbase should I spend all my valor on level 10 plane or go for different level 10 units

Depends what your Bonuses are? Maybe you have higher air attack but higher sea defense.

What are the base values of the units you are trying to get (multiply those by your unit bonuses)

Also remember that gree is constantly releasing bonuses so while one might be higher now it could change going forward.
