What's the difference?

So far it doesn't seem like there's any difference, but there was an issue a while back where a bonus unit had a misworded bonus and that bonus did not work properly. If I recall, it was supposed to add x% to something. Let's just say it was +5% Infantry Attack for argument sake. Instead, the bonus said "+5 Infantry Attack" and it did exactly what it said. It gave you 5 more attack.

This is Gree we're talking about. Who knows what anything does or how anything is supposed to work because very few things around here actually work at all.
