What level do you have to be to do syn and individual events?

I created a new mini, level 3. What level does he have to be to see the Ltb and do syn and Indy events?

L15... Good luck! It's actually not that easy to level up, but the EB event helped me.

Prehit the mobs for 1-5/5 beginners.

I think the EB event starts at L5 but not totally sure. I was L7 when the event started. I made it to L15 this morning; I'm almost done with 4/5.
