Call me crazy but I'm willing to bet within the next war or so a 4-9 syn will either drop down like Indian nation, OGK, and sunnyvale or just flat out disappear or retire. You heard here first add IP mods to that tier of the IP scored by those syn will drop. Hey on the bright side that's an opportunity for syn 10-12 to jump up. Compare war results from this past war to the next war and see what changed with 4-9 rankings.
