Temple Relic Wagon

Supposedly the Temple Relic Wagon has a -2% building construction time boost. As far as I can tell, however, the boost isn't working. The construction time for the new Rogue Gardens building took 24 hours for players with and without this unit.

If the boost were working properly, the construction time should have been about 23 hours, 31 minutes.

Anyone have a shorter-than-24 hour build time for their Rogue Gardens that has this unit?

I have 2 units that cut down on construction time, and my build time was @ 23 hours. On the last LTB the build time was 24 hours, so maybe this boost just started to work.

I have two characters.
First character has a 6% build fast boost, second character has a 2% build fast boost. To build this LTB the construction time was 24hours for both!!
