Guild increase question

What is the difference between the levelI to levelIV guild increases besides the price? I keep buying the cheapest one. Am i making a mistake? Thanks.

Who knows why they offer the higher level upgrade before you've bought all the lower level ones, but if you want to eventually reach the max at 60 members you end up having to buy both anyway.
