I think you're right.

After getting the bonus, I deposited $1,111,111 and my balance went up by $1,000,000. In other words, I saw no change whatsoever. In yet other words, the mod is useless.

For every million deposited, you save 1000 compared to how it was before the mod.

Saving 1000 per million is one-one hundredth of a percent (.0001)

So yes, you are indeed still paying 9.99 percent to bank your cash.

The current top 1000 prize is a 4k item with a 4% modifier. There is no way this -1% mod is in line with other prizes. I'm ok with it tho. Hopefully gree will get this stuff sorted out and do better next time.

The mod should have said 1% deposit reduction , not 1% fee reduction . I'm sure the mod is working as intended , gree just worded it incorrectly . In that case I would have rather of had a building upgrade time reduction or expense reduction . 1$ on 1000 is just a very low prize reward .
