No one is forcing you to upgrade your hood. With the LTB, new syndicate bonuses and new cash items I would personally hold off on expanding your hood as much as possible.

Unless you have no space left in your hood for future LTBs then don't upgrade.

I am not complaining about the cost, I can afford it but I am complaining about the little rewards.
Earlier Expansion rewards were like 10mil and 100xp or even more, cant remember
