Unknown error in the hood

Has anyone ever noticed this? I'm sure the footprint is green when I move my building near the other ones. However, it takes some time to load before an error message pops up "Unknown error".

Connection problem most likely. If you'd planted the building where it can't go you'd be told straight away.

I've had that error message before, because I turned off my hood's decoration and tried to move the building into an area which is occupied by some decoration (e.g. trees, trash can ...).
