Is account linked to device?

I have a lock on my device from 2-3 years ago disabling the downloading and updating of 17+ rated apps. I was wondering if i could restore my device to factory settings, if i redownloaded the app would my account be there or not?

IOS you can back it up to the icloud and it will be available to download from the app store.
