No goals for anarchy reigns?

Aparantly anarchy reigns is finally in progress. However, I don't see any goals related to it? What are we supposed to be doing with this one?

My syndicate targets are also not showing up (individual goals not showing up either)
IOS --completely shut down my device and rebooted games several times ----still not showing
