"A Last Uprising" Quest - Bug?

I've been stuck on this quest for a long time now. The second part of the quest is to defeat 4 Cavern Dwellers in Carrion Caverns, but none show up.

I've almost achieved level 2 mastery of Carrion Caverns, without these guys showing up.

Has anyone else had this problem?

rare spawn, keep killing until they appear, regardless, these quests are useless lol

He just appeared for me! I'm a level 200, and I already earned the skill points on all the other maps except the last 4. That's the only reason I'm doing these quests! Lol
