Is it possible to have more than one syndicate leader?

Another syndicate leader could be helpful in some situations...

Another syndicate leader could be helpful in some situations...

It happened one time I was in Rogues Gallery, but that was a bug/glitch and the second leader still had officer status.

There can only be one leader per syndicate.
