Noticed that there are a bunch of new "Rebel..." and "Expert Rebel..." targets. are these new NPCs? to be used in next event?

Searched the forum for "Expert Rebel Exec" that is on the map High Mountain Village and got no results. Don't recall this one either.

Maybe new. I'm on iOS.

I think the rebel npc's are new. Seems they start at attack site, there is one with clown hair that I don't remember from before
