How can you buy a ltq-weapon from a map character? How does this work?

How can you buy a ltq-weapon from a map character? How does this work?
You go to the map with the character, then click on him and there should be a pop-up saying "you need x amount of cash to buy this" then you take out your cash and click on the character again and click "buy"
