They aren't. I manage to leave during the event and my faction manage to recruit other players during the event

You can leave a faction during this event, but jou can't rejoin any faction. You need to sit this one out.

Players can leave factions during Full Assault. Faction can also accept players who WEREN'T in any other faction when the event started. However if a player leave a faction during this event, they cannot rejoin another anymore.

This mechanism had been stated in Full Assault FAQs long before the event went live. It is designed to specifically shoot down faction jumpers, but won't affect players who have never been in a faction before.
