a 400K stat item will be given for free in a couple of months so why someone
to spend any gold just to have 1 chance in a million to get it

if u want players to spend any gold in scratchers, add some rare mods
e.g.
30% reduce upgrade time
30% less money needed for buildings
upgrade +1 building
+3 energy per min
20% faster health regeneration
20% more influence points in war

and make them stackable..
very few will get a x6 prize and none will get it twice anyway but give motive to players.

edit: u forgot a couple of digits in money and r.p prizes...
come on... 100m is what i get every 3h from my hood and 100K r.p is nothing any more.. u get more from a single event
make it 10billion and 10m r.p
