Yeah, weapons and armour that have Mods such as +10% gun attack or +10% armour defence.

These are the most important weapons and armour in the game.

Modifiers. Like +2% car attack, etc.

They modify the base stat of that category.

For example if you have a gun that is 1000/1000, if you have a modifier that is +10% gun attack, that weapon will be 1100/1000.

You can't buy them. You get them from completing events such as LTBs, LTQs, Wars etc...

mods can double or even triple your stats.

so i would say that until the next stats inflation, the highest stats you can get is:
1,125,000,000 ATK & DEF.
which seems like an unlimited number but there are some that are quite close to it :O

you may carry more then 2500 items. Remember the additional mafia mod. I have 506; 2530. I dont know if there are people with more then 6 extra.

Those ppl with 200m+ stats are actually only a few mods away from having 1 billion stats!
Lately gree is handing mods like its candy, so be prepared to see some monsters very soon ;-)
