I have found these threads already. I am wondering if there is a algorithm or criteria that a mod put out or is it figure it out yourself.

Pretty much figure it out - Seems to be att/def stats and level within a set range for example +10/-10 levels with stats that are +20%/-20%

Realistically for me, it's just a bunch of people with low IPH's that come hourly to my hood yet I can't find anyone worth stealing from. Already sold off my buildings on my camper account and stopped playing it.

im lvl 221, i see member from 180-250 and up to 10m weaker and stonger defense than my attack
