Not getting full Conquest Points for level 200 opponents.

I'm getting about half CP for level 200 opponents. If I attack someone level 200 I get between 200 and 299 points (I haven't gotten 300 or higher this war against level 200 players). But, if I attack another high level player who isn't 200 I get high 300s and low to mid 400s. For instance, my guild is right now up against another guild with a player who is level 200 that I am getting about 250 points per attack from. If i switch to another player who is 192 I got over 400 points three out of four attacks. Both of these players have pretty much the same defense within a few 100k, so it can't be that.

tl;dr: Level 200 players seem to give less conquest points than they should.
