bonuses during weekend battles

Was asked by a friend about the ability to purchase faction bonuses
During the weekend WD battles and didn't have an answer.....he thought
They were locked and I didn't know.....i am assuming he is wondering about
Defense/attack bonuses specifically

we bought one 2 wars ago during war, so this isnt locked. Players are locked
