Yes, I believe you only need to be level 5.

What's a loot tracker? You mean someone tracks the loot from one boss to the next, who would take time out of their day and do that?

Don't ask questions. Just take the info & be happy :) & it's not one persons but a group of people who use what they received from the boss to make the list as accurate as possible.
