Is there a secret to finding Intel Folders?

Besides gold that is. I know that they aren't dropped PvP, but that would be nice if they were available that way too (hint hint GREE). Is anyone having any luck on a particular map / target? I'm finding the drop rate to be abysmal. The free 100 was appreciated, but for smaller factions that didn't last too long. I really am enjoying this event, but Old Mother Hubbard's cupboard is quite bare here.

they got scattered across quite a few maps. you can find one on Miltary Base map.

Well, the one in the Border Guard Complex (74 energy) has yet to provide fruit.
