There is a boost bldg at Lvl 13 that lowers construction and upgrade cost. How much does it lower costs?

Cement factory lowers purchase and upgrade costs for all buildings. Savings aren't as noticeable at the lower levels but over time will be come more noticeable. When you can save 10% when fully upgraded, it will help make those desirable LE buildings more affordable. Over time you can save way more than the total cost to upgrade it to level 10.

For maximum savings, the cement factory should be upgraded to level 10 as soon as you purchase it. In other words, buy it, and upgrade only that building until it's level 10.
