Why should we have to submit a ticket when GREE knows that a target list is info that most players like to have in advance? Also, if target lists have been provided to us for all of this time, why must we submit a ticket to get it now?

If you want to take New Years off, take it off. You don't have to play. You can skip events. You have to be in control of what you do, and not expect GREE to manage YOU for you.

To expect GREE to give event info so that you can decide to do it or not is ridiculous. Of course it's helpful, but it's a game. Play or don't play.
