Cut off for final battle in CC?

I think it's 30min + matching time. A lot of MW players insist you need the full hour. Is there anything official? Anecdotal?

30 minutes of actual battle would be my guess. If you declare on say 32 minutes, but don't get matched by the time 30 minutes comes up then you get shut out.
