Typically locked for the first hour after war. Its been that way for many wars now.

90 minutes....I have a guy I have to kick....he declared war in the middle of two streaks.....he had a stellar record of 5 wins 35 losses and a whoppin 810 points...so thes 90 minutes are just 90 mimites I have been waiting they have been minutes since he was 0 an 6 and no points on day one
