No wonder it didnt help. Its only worth it if you are switching from USA or Iran. You switched from one boost to another. It helped me a lot when I went from USA to Russia

Russia and Britain seem to have the most powerful units most of the time, I mean nearly every 100k stat unit is either an air or sea unit.
