Why does Gree feel the need to freeze the leader board?

I was impressed at how fast and accurate the individual leader board was being updated. But, in the last hour just like every other war, the leader board freezes. This can't be a coincidence. And of there is an issue with the last hour please fix it already! I think it's done on purpose.

On a side note. It was nice to see a more detailed breakdown of leaders. Could we see the same thing with guilds? Top 50 broken down. As well as the guilds close to you.
