Faction Recruit Stat display issue?

Over the last couple of days, I have rejected a few recruits based on their stats displayed with the request. Through subsequent discussions via PMs or responses to Faction ads, it comes out that their stats are significantly higher than what was reported with the request.

Anyone else having this issue?
